Abstract
Electricity policy target in majority of the countries is to achieve sustainable and reliable electricity with affordable prices. In the restructured industry, these targets should be achieved with markets and incentives. There are major debates around the correct approach for achieving these targets such as using price caps, capacity markets and carbon markets. We will provide a comprehensive model of the industry and develop a framework for "auctions with constraints" to address the electricity policy targets and debates.
