Note: notmake has been renamed tclmake. I am still working on tclmake, so it doesn't do everything advertised in the documentation, but I still recommend you get it because it fixes some bugs.
Also, if you like the idea of tclmake but find it doesn't do what you need, the best thing to do is send me email. I can only do this in my spare time, so that's the best way to make something happen.
